Current approaches to drugs tend to be determined by medical and criminal visions that emerged over a century ago; the concepts of addiction, on the one hand, and drug control on the other, having imposed themselves as the unquestionable central notions surrounding drug issues and discourses. Pathologisation and criminalisation are the dominant perspectives on psychoactive drugs, and it is difficult to describe drug consumption in any terms other than those of medicine, or to conceive of regulation except in terms of control and eradication.
Drugs and Culture presents other voices and understandings of drug issues, highlighting the socio-cultural features of drug use and regulation in modern societies. It examines the cultural dimensions of drugs and their regulation, with special attention to questions of how consumption of specific psychoactive substances becomes associated with particular social groups – the social dynamics involved in our coming to think of these phenomena as we do – and the factors that determine the political and policy responses to drug use.
Adopting approaches from anthropology, sociology, history, political science and geopolitics to challenge the prevailing pathologisation and criminalisation of drug use, this book provides international and comparative perspectives on drug research in Europe, the USA, the Middle East and Hong Kong.

* Geoffrey Hunt is a social and cultural anthropologist, who had nearly 30 years experience in planning, conducting, and managing research in the field of youth studies and drug and alcohol research. He is Senior Research Scientist at the Institute for Scientific Analysis and the Principal Investigator on two National Institutes on Health projects funded by the National Institute on Drug Abuse (NIDA). Hunt has published widely in the field of substance use studies in many of the leading sociology anthropology and criminology journals in the US and the UK. His latest book is Youth, Drugs and Night Life (with Molly Moloney and Kristin Evans; 2010 Routledge).

Maitena Milhet, PhD in Sociology, managed the scientific coordination of the conference "Drugs and Culture". She is currently working at the French Monitoring Centre for Drugs and Drug Addiction (OFDT) and is associated researcher at CADIS (EHESS-CNRS). As a drug researcher her main fields of interest cover illicit drug users' experiences, methadone maintenance, and harm reduction. She has authored chapters and reports for different national and European institutions. Her recent publications include "Les traitements de substitution vus par les patients: Quelles trajectoires pour quelle sortie?", Psychotropes, 12 (3-4), 2006.

Henri Bergeron, PhD in sociology is Research Fellow at CSO (CNRS) and scientific coordinator of the Chair in Health Studies at Sciences Po. He conducts research on healthcare policy and changes in medical practice through the study of various subjects including illegal drugs, alcohol and obesity. HE uses methods from the fields of sociology of public action and sociology of organisations to evaluate forces at work in the creation of public health policies and changes in the healthcare field. His books include Sociologie de la drogue (La Découverte, 2009)

Opium, the sap of the opium poppy. Bitter, brownish, sticky — and highly addictive. Its exotic and literary associations have ensured the continuing aura of mystery that has long surrounded it. But the impact of opium extends beyond tales of personal pleasure or misery – it is a story played out on an international stage: major powers, local warlords, insurgent armies and national governments – all have a stake in the continuing story that is illicit opium production. * Pierre-Arnaud Chouvy is research fellow at the French National Centre for Scientific Research (CNRS). A geographer and a specialist of Asia, he is one of the world's foremost experts on the production and trade in illicit opiates. Chouvy has authored many papers and two books, Les territoires de l'opium. Conflits et trafics du Triangle d'Or et du Croissant d'Or (Olizane 2002), and Yaa Baa: Production, Traffic and Consumption of Methamphetamine in Mainland Southeast Asia (Singapore University Press 2004). National identity cards are in the news. While paper ID documents have been used in some countries for a longtime, today's rapid growth features high-tech IDs with built-in biometrics and RFID chips. Both long-term trends towards e-Government and the more recent responses to 9/11 have prompted the quest for more stable identity systems. Commercial pressures mix with security rationales to catalyse ID development, aimed at accuracy, efficiency and speed. New ID systems also depend on computerized national registries. Many questions are raised about new IDs but they are often limited by focusing on the cards themselves or on ‘privacy’.
Playing the Identity Card shows not only the benefits of how the state can ‘see’ citizens better using these instruments but also the challenges this raises for civil liberties and human rights. ID cards are part of a broader trend towards intensified surveillance and as such are understood very differently according to the history and cultures of the countries concerned.
This collection addresses a variety of issues in international and comparative perspective, bringing together articles on existing and proposed identity systems in countries around the globe as well as from the European Union and the International Aviation Authority (ICAO). * Colin J. Bennett is a Professor in the Department of Political Science at the University of Victoria, Canada. His research has focused on the comparative analysis of surveillance technologies and privacy protection policies at the domestic and international levels.
David Lyon is the Director of the Surveillance Project and Research Chair in Sociology at Queen's University, Canada. He has been working on surveillance issues since the 1980s, and has particular research interests in national ID cards, aviation security and surveillance and in promoting the cross-disciplinary and international study of surveillance.

The tradition of rebetika song is at the root of all that is most vibrant and subversive in the popular music of modern Greece. In its origins it is the music of the poor, the dispossessed, the refugees and the migrants who came to Greece from Asia Minor before and after the First World War.

The Greek edition of this book is entitled Rebetology, thus according this musical and social subculture its rightful place in the academic study of Greek culture. Written as a broad-brush introduction to rebetika song, this concise and well -argued hook details the everyday life of the rebetes—who they were, where they came from, how they dressed, their weapons and styles of fighting, their sexual preferences, their culture of hashish and of prison life, all of which form the substance of their songs. Petropoulos flies in the face of traditional Greek academia with his painstaking explanation of how this apparently most Greek of musical cultures has thoroughly cosmopolitan roots; Turkish, Albanian, gypsy and Jewish. By tracing the figure of the rebetes back to the Ottoman empire, he shows how the language and music of rebetika song were imbued with Turkish influences, and how its ethos was one of free love, criminal behaviours and a challenge to established social norms.

Songs of the Greek Underworld is not only a learned and erudite text, accompanied by breakdowns of the rhythms and metric patterns of the different musics and their associated dances, but a salutary reminder of the shared cultural roots of Turkey and Greece. The book includes the text of songs from the tradition, and over ten line drawings by A. Kanavakis and 34 photographs.

*Elias Petropoulos was a poet, collector of songs, and a determined documentor of the manners and mores of the Greeks. His free-thinking views on sexuality, criminality, drugs and religion made him anathema to establishment Greece. The publication of Rebetika Songs [Rebetika Traghoudhia] earned him a five-month prison sentence under the Greek junta in 1968. At the age of 70, living in Paris as a self-willed exile, he was a powerhouse of ethnographic and literary activity. His other books include The Manual of the Good Thief, Holy Hashish:18 Texts on the Underworld and The Social History of the Condom. Elias Petropoulos died in Paris in September 2003.

Quel est donc ce fonctionnaire à part qui œuvre à la confluence des attentes sécuritaires de la société, des choix politiques et administratifs, des potentialités et des pesanteurs de la "machine", et des rappels constants du réel ?

C'est le commissaire de police, personnage aussi important que méconnu, du fait notamment de la mythologie (Maigret, Moulin et autres Navarro...) qui encombre les esprits à son propos...

Il est censé disposer des leviers adaptés pour faire régner, dans le meilleur équilibre possible des contraintes, la tranquilité sur le territoire qui lui est confié. On attend de lui qu'il donne corps aux grandes réformes engagées, la dernière en date étant celle de la "police de proximité" (1998-2002) désormais baptisée "police de sécurité".

Cette encyclopédie de près de 700 pages, dont les articles rédigés par 27 spécialistes incontestables traitent des évènements les plus récents, est un ouvrage de référence dans tous les sens du terme. D'abord, parce qu'elle englobe tous les mouvements, petits et grands, de la contestation en France métropolitaine et dans les DOM-TOM: du FN au rock alternatif, en passant par les islamistes, les émeutes de banlieue, les alter et anti-consommation, les anti-biométrie et anti-prohibitionnistes, etc., sans oublier les forces de police et services de renseignement qui les encadrent et les surveillent (voir le sommaire ici). C'est un véritable exploit. Ensuite, parce que chaque sujet est traité de manière à la fois synthétique et exhaustive, ce qui est un gage de validité à long terme: cet ouvrage n'est pas près de se démoder. Enfin, parce qu'elle est rédigée dans une langue claire, accessible au plus grand nombre, et à l'aide d'une mise en page qui rend sa lecture agréable, notamment par l'usage de nombreux encadrés et illustrations.
Le tout pour une trentaine d'euros à peine.
On aurait tort de s'en priver, surtout par les temps agités qui courent que ce livre permet de mieux déchiffrer.

La biométrie est présentée aujourd’hui comme la solution technologique la plus appropriée pour faire face aux menaces inédites auxquelles l’Occident est (ou serait) confronté. Dans ce contexte, ce livre vient rappeler l’effort constant de l’État pour mieux identifier les personnes à des fins policières, administratives et politiques.
De l’Ancien Régime à la France contemporaine, en passant par la Troisième République et Vichy, l’ouvrage retrace le cheminement mouvementé et les enjeux des processus d’identification. Il montre que depuis la période absolutiste, l’État s’est efforcé de fixer sur papier sa propre population, des marginaux jusqu’aux citoyens les mieux intégrés.
Les auteurs font également la lumière sur les pratiques d’encartement de certaines catégories d’individus, dans l’URSS stalinienne ou la France des Trente Glorieuses. On retiendra le cas des étrangers, dont la mise à l’écart administrative contribue à délimiter l’espace national tout autant qu’à prévenir de supposés périls.
Des initiatives régionalistes au refus britannique d’une mise en carte des citoyens, les résistances ont été constantes. Ainsi, la défiance envers l’encartement paraît-elle plus que jamais d’actualité, à l’heure où la traçabilité des personnes sur internet et l’apparition de la biométrie s’imposent comme des exigences sécuritaires.

Peut-on se droguer et travailler ? En enquêtant sur des usagers de drogues exerçant une activité professionnelle depuis de nombreuses années, Astrid Fontaine montre que drogue ne rime pas nécessairement avec dérive. La consommation de drogues n'est pas obligatoirement un élément central dans la vie des personnes. Et lorsqu'elle l'est, ou le devient par moment, ces hommes et ses femmes parviennent à gérer leur consommation de telle sorte qu'elle ne mette pas en péril leur statut social. Cela requiert une véritable rigueur dans l'établissement de règles tout à fait pratiques : un savoir expérimental longuemment acquis. Or, ce savoir est, la plupart du temps, interdit ou recouvert par l'image d'Épinal du toxico. La diffusion d'un tel savoir pourrait aidé ceux qui n'ont pas réussi à contrôler leur consommation, mais permettrait aussi aux proches, aux thérapeutes et employeurs de relativiser l'alternative infernale entre abstinence totale et déchéance. Ce livre va à l'encontre des idées préconçues qui fondent les représentations sociales de « La drogue ». (4ème de couverture)

Hugo Cabieses: Economista, licenciado en la Universidad del Pacífico, presidente de la Asociación Civil Desarrollo Rural Integral Sustentable (DRIS), investigador del Foro Peruano de Relaciones Internacionales (FOPRI), investigador asociado del Transnational Institute (TNI) de Ámsterdam y asesor de organizaciones de productores agropecuarios de las cuencas cocaleras del Perú.
 
Baldomero Cáceres: Psicólogo social, profesor jubilado de la Universidad Nacional Agraria La Molina. Ha sido desde 1977, con su inicial artículo “La Coca, el Mundo Andino y los Extirpadores de Idolatrías del s. XX” (América Indígena, 4, 1978), un destacado promotor de la revalorización del coqueo andino y de la hoja de coca. Mantiene una página Web Cocachasqui, en la cual, desde una posición antisiquiátrica, extiende su defensa a otras plantas prohibidas.
 
Elsa Malpartida: Hasta marzo del 2005 fue secretaria de organización de la CONPACCP y es Presidenta de la Asociación de Productores Agro-pecuarios y de la Hoja de Coca del Alto Huallaga-Tingo María. Es hija de agricultores y nació hace 40 años en Huánuco, aunque vivió y estudió enfermería en Lima. Está casada y tiene dos hijas. Es dirigente cocalera desde los 27 años. Paralelamente se desempeña como ama de casa y se encarga de administrar su propia empresa de transporte de carga y pasajeros, que cubre la ruta Tingo María-Pucallpa-Aguaytía. Posee ganado y una piscigranja, además de cultivos de café, naranjas y una hectárea de coca.
 
Nancy Obregón Peralta: Es presidenta de la Asociación de Campesinos Cocaleros y productores Agropecuarios "Saúl Guevara Díaz" de Puerto Pizana-Valle del Mishollo-La Pólvora-Tocache y subsecretaria general de la Confederación Nacional de Productores Agropecuarios de las Cuencas Cocaleras del Perú (CONPACCP). Nació en Lima en 1972, pero sus padres son migrantes del departamento serrano de Abancay. Vivió en Lima, en el barrio popular San Juan de Miraflores y estudió Enfermería y Administración en la Fuerza Aérea del Perú. Emigró a la selva y allí conoció a su esposo, Fabio Chávez, un ex policía, con quien tiene cinco hijos. Vive en el poblado Santa Rosa del Mishollo en el distrito de La Pólvora y se dedica al cultivo de cacao, yuca, naranjas, piñas y cocos, además de administrar un restaurante en el poblado y tener tres cuartos de hectárea de coca que vende en el centro de acopio de Puerto Pizana, autorizado por la ENACO. A sus 33 años es la dirigente cocalera más joven.
 
Róger Rumrrill: Escritor y periodista especializado en Amazonía, nacido en Iquitos, a orillas del gran río Amazonas. Ha publicado 25 libros sobre Amazonía, en un abordaje múltiple desde la historia, el ensayo, la narración, el guión de cine, la poesía y el periodismo, un asedio lúcido y a la vez apasionado de la compleja y riquísima realidad amazónica. La problemática del narcotráfico es un tema que Rumrrill trabaja desde los setentas del siglo XX.
 
Ricardo Soberón: Abogado, egresado de la Facultad de Derecho y Ciencias Políticas de la Universidad de Lima., M.A en Política Internacional Departamento de Estudios por la Paz, Universidad de Bradford, Inglaterra (1999). Anteriormente ha dirigido el Programa de Relaciones Civiles Militares en OTI (2001), ex asesor parlamentario y ha estado a cargo del Programa de Narcotráfico y Derechos Humanos en la Comisión Andina de Juristas. También estuvo a cargo del Programa de Fronteras de Consejería en Proyectos (PCS), en Colombia (2001/2003).

Les États-nations sont nés au XIXème siècle d'innovations techniques permettant une monopolisation territorialisée du pouvoir. La technologie du XXIème siècle met la mondialisation à l'ordre du jour. Mais quelle réalité ce terme recouvre-t-il ? Ce livre répond en analysant les pratiques de police transnationale. Ces pratiques spécifiques nous renseignent sur l'état du monde actuel, un stade de l'histoire où l'État-nation n'est pas encore caduc mais où sa fin prochaine est annoncée. À l'instar des formes de police qui l'ont précédé, la police transnationale est une expression du pouvoir. Pourtant, ses rouages restent largement méconnus.
James Sheptycki comble cette lacune en alliant étude de terrain et théorie. L'analyse des pratiques transnationales des institutions policières de la région de la Manche constitue le socle empirique d'une généralisation théorique sur ce qu'est la police, transnationale ou non. La réflexion débouche sur un constat : la mise en œuvre de la police transnationale produit un savoir légitime sur des populations suspectes. Ce savoir définit des "démons populaires", des boucs émissaires qui jouent le rôle d'ennemis adaptés. Ils sont manipulés pour justifier une surveillance généralisée de la population.
Cette étude pionnière dévoile bien d'autres enjeux concrets et conceptuels d'un phénomène d'actualité qui suscite de vives inquiétudes.

"The 1990s saw an explosive increase in consumption levels of illicit synthetic drugs in Southeast Asia. This increase largely consisted of drugs classified as amphetamine-type stimulants, or ATS, a category that includes methamphetamine. Since then, synthetic products such as methamphetamine and ecstasy have flooded illegal drug markets across East and Southeast Asia. The present study focuses on methamphetamine--the most important of these synthetic drugs in terms of quantities produced and consumed--to account for the rise and functioning of an integrated system of illicit drug production, distribution, and consumption in mainland Southeast Asia.
Southeast Asian methamphetamine comes mainly from Burma. It has also been produced in Thailand, the latter of which accounts for most of the drug's regional consumer market. In Thailand methamphetamine is known as yaa baa , or 'madness drug' [...].
Regional yaa baa use is concentrated in Thailand, but it has also spread to Laos, Cambodia, Vietnam, Malaysia, and China. Higher-than-average levels of social and economic development seem to favour ATS use by younger populations, particularly school-age youngsters and university students. Macao and Hong Kong show strong 'recreational' yaa baa use patterns among these groups. In Hong Kong and urban areas of Thailand, the drug's popularity with young people is part of a Western-influenced nightlife culture that includes techno music and fashion, clubbing, and illicit drug-taking.
Additionally, ATS use is also common among other kinds of people in the region ranging from truck drivers to farmers, illegal immigrants who may or may not be engaged in prostitution, and political refugees from Burma. Some workers turn to yaa baa to increase their productive capacity, whether physical or intellectual. Hence in Thailand, ATS can be considered as both a labour and a recreational drug. This dual status thus distinguishes it from heroin, also an illicit drug that was formerly popular, but one that was eventually dethroned in the mid-1990s by methamphetamine, the new 'drug of choice'. Methamphetamine production began to take off in Burma, mainly in areas controlled by the Wa ethnic minority of the United Wa State Army (UWSA), but also in other areas held by various insurgent groups. [...]
The production and trafficking of ATS and other illicit drugs also bears upon national security, if indirectly. The case of Thailand is particularly striking in this regard. To fight drug trafficking and related violence, the country's armed forces, police, and customs authorities have been mobilised along the Thai-Burmese border on a scale unmatched since the end of the communist threat. This effort has also seen other formerly anti-communist groups redeployed to drug trafficking campaigns. The fact that Thai military troops from the Laotian and Cambodian fronts have also been diverted to the Burmese border illustrates the perceived urgency of the situation. However, as will be shown later, it can be argued that the armed violence characterizing the illicit drug trades proceeds as much from its illicit nature and the conflict-ridden contexts in which it thrives, as it does from the militarization of anti-drug operations and policies.
Given all this, the present study investigates the causes and effects of the entire spectrum of methamphetamine production, trafficking, and consumption. Although methamphetamine production in Burma can be said to spur consumption in Thailand, it is also true that Thailand is the country whose thriving market for drugs stimulates ATS production in Burma and other areas of mainland Southeast Asia. To understand the specific mechanisms of the illicit drug market, one has to provide a clearer picture of the push and pull factors that are so characteristic of an illegal economy. Thus, the study of yaa baa production, trafficking and consumption must be done in regional terms, without dissociating production from consumption. A geographical and geopolitical approach to the phenomenon is therefore desirable, as these perspectives illuminate production and trafficking patterns. Of course, bilateral relations between Burma and Thailand also call for such a geopolitical approach: the consumption boom in Thailand is only the alter ego of the explosive rise in production in Burma, and vice versa.
However, the intricacies of yaa baa consumer markets in Thailand are no less complex than the regional geopolitics of methamphetamine production and trafficking. Yaa baa consumption is indeed extremely diverse and wide-ranging, and the drug in turn proves able to satisfy the expectations of many different types of users. This has clearly to do with the peculiarity of yaa baa itself, a substance that defies the usual consumer profiles for illicit drugs. In Thailand methamphetamine is not positioned along a market segment for psychotropic products, but rather pervades the entire consumer market. Far from conforming to the classical model where a drug becomes associated with a particular social category, yaa baa is as popular with 'street children' as it is with privileged youth. Unlike most narcotics, yaa baa is as widely consumed both in rural and urban areas. [...]
In Part One of the book, geographer Pierre-Arnaud Chouvy begins with a brief primer on the chemical and physiological effects of the synthetic substance that forms the basis of this study, namely, methamphetamine, which belongs to a wider drug classification of amphetamine-type stimulants, or ATS. Following this is an account of the historical and geopolitical conditions that first gave rise to methamphetamine production and consumption in mainland Southeast Asia, and that subsequently allowed it to flourish. To better understand the evolution of illicit drug production in Burma (Myanmar), the country's recent history and protracted armed conflicts are likewise analysed by means of an approach that combines historical geography and geopolitics. Indeed, as already shown by illicit opium production, methamphetamine production in Burma thrives under conditions of a longstanding war economy.
In Part Two, sociologist Joël Meissonnier investigates contemporary conditions in mainland Southeast Asia, particularly Thailand, that help to sustain the yaa baa economy. The sociological 'method of circuits' is used to discern patterns in the transport and marketing of methamphetamine pills across the region. The purpose here is to describe the actual circulation of methamphetamine, while at the same time highlight the interests and social interactions of drug intermediaries that stand between producer and consumer. Charting the yaa baa circuit in this way makes it possible to identify the possible geographic passage points, inter-nodal transfers, and the moments and places where illicit drug supplies change hands, as well as to profile those who handle the transactions and the owners who are in charge. It then becomes possible to reconstruct movements by which the circuit is sustained over time by seeing how new yaa baa consumers are drawn into the circuit, and new dealers are incited to resort to trafficking.
Joël Meissonnier then opens Part Three with an historical overview of circumstances faced by successive generations of young Thais during the last quarter of the 20th century. This is undertaken to identify the socio-historical origins of methamphetamine consumption among Thai youth. In brief, the 1970s in Thailand saw the emergence of an educated society whose younger members shared a political conscience; during the 1980s, by contrast, a new generation possessing ambitions rather than convictions had come to the fore. By the late 1990s a third generation of Thai youth had materialized whose members were far more hedonistic than their predecessors. Dazzled by consumerism, this proved also to be the generation of young Thais most inclined to use methamphetamine.
In line with the sociological approach adopted in Part Three, the study then addresses the current state of two major social institutions in Thailand, the school and the family, to show how each has inadvertently helped to expand the numbers of youngsters and young adults who use methamphetamine. Religion has also played an indirect role. The analysis explains how the workings of these institutions effectively render many young people defenceless against the prospect of being lured into illicit drug use. This is so because yaa baa in Thailand is inexpensive, easily accessible, and ubiquitous-even for school-age young people.
Taking into account methamphetamine user practices in Thailand that vary between youngsters and adults, and between city-dwellers and those in the countryside, the purpose of the final section of Part Three is to construct a model that differentiates ATS consumers according to their motivations and financial interests. This abstract model, which aims to simplify reality without falsifying it, demonstrates the complexity of social patterns that characterize the market for yaa baa in Thailand. Moreover, it serves as a foundation for widening the geographical scope of the analysis, as from this original model is generated affiliated hypotheses on methamphetamine use in the three neighbouring countries of Laos, Burma, and Cambodia."

Sur la base de nombreuses informations inédites, cet ouvrage ouvre de nouvelles perspectives stratégiques pour mieux cerner les enjeux des conflits futurs dont l’invasion de l’Irak est le prototype :

Depuis plus d'un an en Irak, les soldats de la coalition contrôlent totalement l'aide humanitaire et les activités de reconstruction. Pour l'Administration Bush, les organisations non gouvernementales (ONG), notamment évangélistes, sont « des instruments du combat » contre le terrorisme. Parallèlement, avec la dégradation des conditions de sécurité, les compagnies militaires privées (Kellogg Brown & Root, Vinnell Corp., DynCorp ou MPRI) ont proliféré sur le terrain : 20 000 mercenaires, soit l’équivalent de 15 % des forces armées de la coalition, sont actuellement présents sur le sol irakien. Cette « situation très saine », selon un haut responsable civil de la coalition en Irak, préfigure les futures interventions de la puissance américaine dans le monde. La militarisation de l'humanitaire et la privatisation du militaire transforment radicalement les opérations civilo-militaires.

Facteurs de puissance et vecteurs de l'influence stratégique américaine, ONG et opérateurs militaires privés ont une place centrale dans la stratégie de sécurité américaine de maîtrise des espaces Sud par des « guerres en réseaux » et par des opérations globales de stabilisation/contre-insurrection. Ceci implique une présence terrestre durable par un redéploiement des forces dans le Grand Moyen-Orient.

A partir de los resultados de una investigación sobre el consumo del cannabis en el medio urbano ghanés, llevada a cabo en 1995, este trabajo se propone mostrar cómo la percepción de los efectos del cannabis que prevalece entre una gran parte de sus usuarios en Ghana, constituye un medio para afrontar la violencia a la que necesariamente se enfrentan para sobrevivir en una sociedad sometida a una economía de penurias y una repartición desigual de la riqueza.
